Dubai has hundreds of digital agencies, and most of them promise more leads at a lower cost. The difference between a good and a poor choice usually shows up three months later, in your cost per lead, your lead quality and whether you still control your own data.
This checklist explains what to look for, what to ask and which red flags to avoid when choosing a performance marketing agency in Dubai, whether you end up working with us or with someone else. If you are new to the topic, start with what performance marketing is.
The short answer
Choose an agency that has verified platform credentials, keeps your ad accounts in your name, takes tracking seriously, shows UAE results with real numbers, prices its work transparently and reports on leads and sales rather than clicks. Ask the questions below before you sign.
Before you start: know what you need
- Your goal. Leads, online sales, bookings or app installs.
- Your numbers. Average sale value, margin and the most you can pay for a customer. Our guide to calculating your ad budget helps.
- Your budget. A realistic monthly ad spend, separate from agency fees. Our ad budget calculator gives you a starting point.
- Your capacity. How many leads your team can follow up on quickly.
The checklist

1. Verified platform credentials
Look for a Google Partner badge and Meta Business Partner status, and check the people who will run your account hold current certifications. According to Google, Partners must keep an optimization score of at least 70%, manage at least $10,000 in ad spend over 90 days and have at least half of their account strategists certified. Badges are a useful filter, not a guarantee.
2. You own your ad accounts and data
Your Google Ads, Meta Business, TikTok and GA4 accounts should be created in your business name, with the agency added as a partner. If an agency insists on running ads from its own accounts, you lose your history, audiences and data when you leave.
3. Tracking comes before launch
A good agency will want to audit your tracking before spending a dirham: GA4, Google Tag Manager, the Meta Pixel and Conversions API, call and WhatsApp tracking and, ideally, CRM integration so platforms can optimize towards qualified leads. If tracking is not discussed in the first meeting, treat it as a warning sign.
4. Relevant UAE experience
Ask for case studies from businesses like yours, with dates, budgets, cost per lead or return on ad spend, and what the agency actually changed. Experience with UAE seasonality, Arabic and English creative and local audiences makes a real difference.
5. Creative capability
On social platforms, creative now does much of the targeting. Ask who produces the ads, how often new creative is tested and whether the agency can produce video for Reels, TikTok and Snapchat in both languages.
6. Transparent pricing
| Pricing model | How it works | Watch out for |
|---|---|---|
| Fixed monthly retainer | A set fee for an agreed scope | Make sure the scope covers creative, tracking and reporting |
| Percentage of ad spend | The fee grows with your budget | An incentive to raise spend rather than efficiency |
| Performance based | Fees tied to leads or sales | Clear definitions of a qualified lead and how it is counted |
| Hybrid | A base retainer plus a performance bonus | Targets that both sides agree are realistic |
Whatever the model, your ad spend should be paid to the platforms directly or shown separately on every invoice.
7. Reporting on what matters
Reports should lead with cost per lead, cost per sale, lead quality and return on ad spend, explain what changed and say what happens next. Impressions and clicks belong in the appendix.
8. Who actually works on your account
Ask who your day to day contact will be, how many accounts they manage and how senior they are. The people in the pitch are not always the people who run the campaigns.
9. Compliance with UAE rules
Your agency should understand the rules that apply to your ads. Since late 2025, anyone publishing promotional content on social media in the UAE, including influencers and creators hired for campaigns, needs an Advertiser Permit from the UAE Media Council, as explained by Al Tamimi & Company and The National. Regulated sectors such as real estate and healthcare have their own advertising approvals, and the UAE data protection law affects how leads and customer data are collected and used.
10. Fair terms
Look for a clear onboarding plan for the first 30, 60 and 90 days, a reasonable notice period and no long lock in before results are proven.
Questions to ask in the first meeting
| Question | What a good answer sounds like |
|---|---|
| Who will own the ad accounts? | You will, and we will request access |
| How will you track leads and sales? | A specific plan covering GA4, tags, Conversions API and your CRM |
| What results have you achieved for similar businesses? | Named or anonymized case studies with real numbers and dates |
| What will happen in the first 90 days? | A clear plan for audit, setup, testing and scaling |
| How do you decide where budget goes? | Based on cost per qualified lead or sale, reviewed weekly |
| How often will you test new creative? | Every few weeks, with a clear testing plan |
| Who will I speak to each week? | A named strategist who works on your account |
| What exactly is included in your fee? | An itemized scope with ad spend shown separately |
| How will you report results? | Regular reports focused on leads, sales and next actions |
| What is your notice period? | A short, fair notice period with a clean handover |
Red flags
- Guaranteed results, such as a fixed number of leads or a first place ranking.
- Refusing to give you ownership of or full access to your ad accounts.
- No discussion of tracking, landing pages or lead quality.
- Reports full of impressions and clicks but little about leads and sales.
- Hidden markups on ad spend or unclear invoices.
- Long contracts with heavy penalties before results are proven.
- The cheapest quote with no clear scope. Low fees often mean little time spent on your account.

Frequently asked questions
What does a performance marketing agency do?
It plans, launches and optimizes paid campaigns on platforms like Google, Meta, TikTok, Snapchat, LinkedIn and YouTube, sets up conversion tracking, produces or briefs ad creative and reports on leads, sales and return on ad spend.
How are performance marketing agencies paid in Dubai?
Common models are a fixed monthly retainer, a percentage of ad spend, a performance based fee or a mix of these. Whatever the model, the fee should be clearly separate from your ad spend, which you should pay to the platforms directly or see itemized.
Should I own my ad accounts?
Yes. Your Google Ads, Meta, TikTok and analytics accounts should be in your business name, with the agency given access. That way you keep your data and history if you ever change agency.
Is a Google Partner badge important?
It is a useful signal. To earn it, an agency must keep an optimization score of at least 70%, manage at least $10,000 in ad spend over 90 days and have at least half of its strategists certified, according to Google. It does not replace case studies and references.
How long should I give a new agency before judging results?
Allow two to three months. The first weeks are for tracking, setup and learning. By the end of the third month you should see a clear trend in cost per lead, lead quality and sales.
